Circular of the General Office of the Ministry of Education on Strengthening the Management of Compulsory Education Schools' Operations

To the education departments (education commissions) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Education Bureau of the Xinjiang Production and Construction Corps:

In order to implement the relevant spirit of the Central Committee, to further standardize the management of school education and teaching, to comprehensively improve the quality of education and teaching, and to resolutely reverse some outstanding problems such as excessive quantity, low quality, and alienation of functions, the following notice is hereby given on the requirements for strengthening the management of compulsory education schools' homework.

1. Grasp the function of homework education. Homework is an important part of school education and teaching management, and it is a necessary supplement to classroom teaching activities. All localities and schools should follow the laws of education, persist in teaching students according to their aptitude, strictly implement curriculum standards and teaching plans, and persist in teaching from scratch in the first grade of primary school. On the basis of improving the quality and efficiency of classroom teaching, we should give full play to the function of homework education, assign scientific, reasonable and effective homework, help students consolidate knowledge, form abilities, and cultivate habits, help teachers test teaching effects, accurately analyze learning conditions, improve teaching methods, and promote schools to improve teaching management, carry out scientific evaluation, and improve the quality of education.

2. Strictly control the total amount of written assignments. Schools should ensure that no written homework is assigned in the first and second grades of primary school, and appropriate consolidation exercises can be arranged in the school; The average time for completing written homework in other grades of primary school is not more than 60 minutes per day; In junior high school, the average time to complete written homework is no more than 90 minutes per day. Weekends, winter and summer vacations, and statutory holidays should also control the total amount of written homework time.

3. Innovate the type of operation. Schools should reasonably assign different types of homework such as written homework, scientific inquiry, physical exercise, art appreciation, social and labor practice, etc., according to the characteristics of the school period and the subject, as well as the actual needs and completion ability of students. Encourage the assignment of hierarchical homework, flexible homework and personalized homework, scientifically design exploratory homework and practical homework, and explore interdisciplinary comprehensive homework. Effectively avoid mechanical and ineffective training, and strictly prohibit the assignment of repetitive and punitive operations.

Fourth, improve the quality of operation design. Schools should take homework design as the focus of school-based teaching and research, and systematically select, adapt, and create basic homework that conforms to the laws of learning and reflects the orientation of quality education. Teachers should improve their ability to independently design homework, accurately design homework for students' different situations, select homework content based on actual learning conditions, reasonably determine the number of homework, and the difficulty of homework must not exceed the requirements of national curriculum standards. Local administrative departments for education should regularly organize and carry out teacher training and teaching and research activities for the design and implementation of homework, regularly organize and carry out excellent homework selection and display and exchange activities, and strengthen the joint construction and sharing of high-quality homework resources. Teaching and research institutions should strengthen research and guidance on the design and implementation of school assignments.

5. Strengthen guidance on the completion of operations. Teachers should make full use of classroom teaching time and after-school service time to strengthen students' homework guidance, cultivate students' independent learning and time management skills, and guide primary school students to basically complete written homework in school, and junior high school students to complete most of their written homework in school.

6. Carefully correct and feedback homework. Teachers should make all corrections to students' assignments, and must not require students to make self-corrections, strengthening the educational function of homework correction and feedback. Homework correction should be correct and standardized, and the comments should be appropriate. Through homework, accurate analysis of the learning situation, collective comments, individual explanations and other methods are adopted to provide targeted and timely feedback, especially to strengthen the guidance and assistance for students with learning difficulties. Where conditions permit, encourage the scientific use of information technology means to conduct operational analysis and diagnosis.

7. Do not assign homework to parents. It is strictly forbidden to assign homework to parents or assign homework in disguise, and it is strictly forbidden to ask parents to correct homework. Guide parents to establish a correct concept of education, earnestly fulfill the main responsibility of family education, create a good atmosphere for family education, reasonably arrange children's after-school life, and form a joint force with the school to educate people; Urge children to take the initiative to complete the homework assigned by the school after returning home, guide children to engage in housework within their ability, and motivate children to insist on physical exercise and social practice that they are interested in; No additional homework assignments are assigned.

8. Off-campus training operations are strictly prohibited. In accordance with relevant state provisions, all localities should make the prohibition of homework retention an important part of the routine supervision of extracurricular training establishments, resolutely prevent extracurricular training establishments from leaving homework for primary and secondary school students, and truly avoid reducing the burden on campus or increasing the burden outside of school.

9. Improve the operation management mechanism. All local administrative departments for education should guide schools to improve detailed rules for the management of operations, clarify specific work requirements, and make them public in schools. Schools should earnestly perform the main responsibility of homework management, strengthen the management of the whole process of homework, make plans for students' homework at the beginning of each semester, strengthen the overall coordination of homework by grade group and subject group, reasonably determine the proportion structure of homework in each discipline, and establish a system for reviewing and supervising the total amount of homework and regular quality evaluation.

10. Included in the supervision and evaluation evaluation. Local administrative departments for education should include homework management in the evaluation of compulsory education and school quality at the county level. The supervision department should take the operation management as an important part of the supervision and inspection of the school-running behavior and the daily supervision of the responsible supervision. Schools should include assignment design, correction, and feedback in the evaluation and evaluation of teachers' professional quality and teaching performance. All localities should set up supervision telephone numbers and reporting platforms, unblock channels for reporting problems and opinions, earnestly implement all work requirements, and ensure that the work of compulsory education school operation management achieves practical results.
